Attention pensioners! Here’s how you can generate and submit life certificate online

New Delhi: One of the major requisites for the pensioners post their retirement from service, is to provide life certificates to the authorized pension disbursing agencies, following which their pension is credited to their account.

Jeevan Pramaan is a biometric-enabled Aadhaar-based Digital Life Certificate (DLC) for pensioners. It is generated for individual pensioner using their Aadhaar number and biometrics.

For Jeevan Pramaan (DLC), the pensioner is not required to present themselves personally before the Pension Disbursing Officer. DLC does not have to be submitted physically to the pension disbursing agency (PDA) as it is available to them digitally and is automatically processed. Each DLC has a unique id called the Pramaan-Id.

There are three basic components of the Jeevan Pramaan /Digital Life Certificate:

  • The Pension Sanctioning Authority (PSAs): It is the authority which approves and sanctions the pension of an individual. The Pension is to be delivered in the Pension Account specified in the Pension Payment Order (PPO).
  • The Pension Disbursing Agency (PDAs): The Pension Disbursing Agencies process the DLC of the pensioners. The PDAs can register on the Jeevan Pramaan Portal to access the Life Certificates on-line. This account sign up facility has been created for the PDAs (Banks, Post Office etc), to process pension orders. The Agencies can securely login to view/ download a PDF copy of DLC of Pensioner for processing.
  • The Pensioners: The JP uses the Aadhaar platform for biometric authentication of the pensioner. For the DLC generation the pensioners needs to have Internet Connectivity, a biometric device (list of supported devices is given on the JP portal) and JP Windows/Android Client Application Software for PC/Mobile/tablet which can be downloaded from the Jeevan Pramaan portal: https://jeevanpramaan.gov.in/

Pre-Requisites for Digital Life Certificate Generation

  • The pensioner must have a Aadhaar number
  • The pensioner must have an existing mobile number
  • Registration of the Aadhaar number with Pension Disbursing Agency ( bank, Post Office etc) should have been done already
  • Biometric device (list of supported devices is given on the JP portal)
  • PC with Windows 7.0 & above Android Mobile/Tablet 4.0 & above
  • Internet Connectivity

How to generate and access an online Jeevan Pramaan Patra

Step 1: Download the government’s Jeevan Pramaan app and find the option to ‘register as a new user’

Step 2: Submit your Aadhaar number, name, bank account number, pension payment order (PPO) and other details. You will find an option which prompts the app to send an OTP.

Step 3: OTP will be sent to your registered mobile number. Enter the OTP and this should be authenticated by using Aadhaar.

Step 4: After the validation, click on the submit option and a Pramaan ID will be generated.

How to generate a life certificate online

Step 1: After the Pramaan ID is generated, login to the app through another OTP.

Step 2: Click on the ‘Generate Jeevan Pramaan’ option and enter Aadhaar and mobile numbers.

Step 3: Click on Generate OTP option and enter it and proceed to enter the PPO number, name of the disbursing agency, name and other details.

Step 4: Authenticate the user’s fingerprint and iris by scanning them using the Aadhaar data.

Step 5: The Jeevan Pramaan will be displayed on the window and the pensioner will receive a confirmation message via SMS on the registered mobile number.

Government pensioners are required to submit their annual life certificates or Jeevan Pramaan Patra by November 30. Until now, pensioners had to visit the bank or post office to submit their life certificate. However, now they can do so from the comfort of their home.

A pensioner can avail the doorstep services provided by several public sector banks and the country’s postal service to submit their life certificate. According to a circular issued by the Department of Pension and Pensioners’ Welfare on September 20, 2021, pensioners can submit the life certificate by using the Doorstep Banking Alliance service or the Doorstep Service of the postal department for submission of Digital Life Certificate.

Here are 2 ways pensioners can submit life certificate from home:

1. Doorstep banking Alliance:

Customers of public sector banks (PSB) can vail of doorstep banking for a nominal fee as major government banks have come together to form PSB Alliance to jointly offer customers important banking services, including financial and non-financial services.

PSB Alliance is an umbrella setup of all Public Sector Banks, jointly offering important customer-oriented services envisaged by Govt. of India under EASE of Banking reforms. Doorstep Banking is one such initiative taken by PSB Alliance through which customers can avail major Banking transaction services at their doorstep.

This is an alliance between 12 public sector banks for providing services at the doorstep of the customer. The banks in the alliance include State Bank of India (SBI), Punjab National Bank (PNB), Bank of Baroda, Bank of India, Canara Bank, Bank of Maharashtra, Central Bank of India, Indian Bank, Indian Overseas Bank, Punjab & Sind Bank, UCO Bank and Union Bank of India. The alliance has introduced the service for collection of life certificates under the umbrella of doorstep banking services.

How to avail doorstep banking alliance service?

A pensioner will have to first book the service via either mobile app, website or by calling on the toll-free number. The doorstep agent will visit the pensioner’s home on the date and time as per the appointment.

The alliance website says, “In the current pandemic situation, it is difficult for customers, especially pensioners to visit the branch for the Submission of Life Certificate. PSB Alliance has also brought the submission of digital life certificate facility through Doorstep Banking. Pensioners may book the service through any of channel i.e. DSB App / Web Portal / Toll-Free Numbers. DSB Agent will visit the doorstep of the customer and collect online Life Certificate using Jeevan Pramaan App.”

To book the service, download ‘Doorstep Banking’ app from Google Playstore or access the website doorstepbanks.com or www.dsb.imfast.co.in/doorstep/login or call on toll-free number 18001213721 or 18001037188. Note that the bank may levy a fee for availing this doorstep service. However, such charges are not mentioned on the alliance website. As per SBI’s website, financial and non-financial services are charged at Rs 75 plus GST.

2. Doorstep service for submission of life certificate through postman:

In November last year, the Department of Posts along with the Ministry of Electronics and Information Technology launched the Doorstep Service for submission of Digital Life Certificate through the postman.

As per the pension department circular, “In order to make this facility available across the country, DoPPW roped in the India Post Payments Bank (IPPB) to utilize its huge network of Postmen and Gramin Dak Sevaks in providing doorstep facility to pensioners for submission of life certificate digitally.” To avail this service, pensioner will have to download ‘Postinfo’ App.”

How to avail?

This service is available for IPPB and non-IPPB customers. To avail the Digital Life Certificate (DLC) service, the customer can contact the nearest post office or place a request for a doorstep visit by the postman/Grameen Dak Sevak. The Department of Posts has also enabled scheduling of doorstep requests through the Post Info app or through the website https://ccc.cept.gov.in/covid/request.aspx.

The issuance of digital life certificate is a completely paperless, seamless and hassle-free process, and the certificate is generated instantly. On successful completion, a Pramaan ID is generated that is shared with the pensioner by National Informatics Centre (NIC) directly.

Once the Pramaan ID is generated, pensioners can download the digital life certificate through the link https://jeevanpramaan.gov.in/ppouser/login. For every successful generation of DLC, a nominal fee of Rs 70 (inclusive of GST/ CESS) will be charged. There will be no doorstep charges levied for IPPB or non-IPPB customers for issuance of DLC.
