Earlier all files would go to L-G, but in 2018 SC ordered that no file would go to L-G as there’s an elected govt in Delhi that has the powers. Now, the Centre has specified in the law to send all files to L-G. They don’t believe in SC, Consitution: Delhi CM Arvind Kejriwal
