New Delhi: Gearing up for the three-way civic poll battle, the Delhi Congress unit has announced that it will dish out a separate detailed manifesto for the people living in unauthorised colonies. The party, which lost its ground in both the Lok Sabha and Delhi Assembly polls, is eyeing the civic polls with "development" as their main agenda. The unauthorised colonies, which form a huge chunk in the voter percentage, have in the past loyally voted for the Congress.
