DISTRICT LEVEL COMMITTEES: DELHI POLICE
The Hon’ble Lt. Governor of Delhi had constituted a District Level Committee in each of the Police District of Delhi to promote interaction between the Police and the Leaders of the Public Opinion. The District Level Committee so constituted is chaired by the Hon’ble Member of Parliament of the area and comprises of Hon’ble Members of Legislative Assembly, the Deputy Commissioner, the Deputy Commissioner of Police and the Chairman of the MCD Zonal Committee as the standing or ex-officio members. The District DCP concerned has been made the Convener of the DLC. Apart from the official apparatus, the DLC consists of representatives of Resident Welfare Associations (with mandatory participation of RWA of JJ Clusters), Trade/Industry Association, Educational Institutions, Women Organizations, Student and Labour representatives of the District concerned.
Since the formation of the DLCs across the 13 Police Districts of Delhi, quarterly meetings are being held regularly.
DLC meetings have been held recently in July 2017 in South-East, West, North-West, Rohini, North-East and Shahdara Districts which have provided a real time feedback on several policing initiatives and have led to modifications in key schemes and areas of concern of respective District Police establishments. The presence of Hon’ble Members of Parliament and Legislative Assembly of Delhi in these meetings has ensured that the views of the respective provincial and national government on the issues raised in these meetings by esteemed co-opted members are also made known to the audience apart from best possible guidance and supervision.
The commonly observed issues which have been collated from the minutes of several DLC meetings and which can be said to be pertaining to almost the entire thirteen Policing Districts have been concerns over traffic congestion and road engineering, unauthorized parking, consumption of liquor at public places, sale of illicit liquor, encroachments along the pavements and pedestrian areas resulting in traffic congestion, deployment of police at parks and schools during opening and closing time, incidents of thefts, etc.
The benefits of this inter-disciplinary approach towards community policing are also reflected in the follow-up meetings where the agenda points and minutes of the previous meetings are laid bare before the gathering. On several occasions, the efforts of the local Police, individually as well as jointly along with other civic agencies, have found appreciation by the co-opted members who have expressed their satisfaction as the issues raised by them have been duly taken care of.
The DLCs are turning out to be one of the best structured, institutionalized mechanism for community policing that the National Capital has witnessed of late and efforts are on to make it more meaningful by forging alliances with varied stakeholders, institutional as well as individuals, to raise this exercise to greater levels of success.
