Rahul, Kejriwal praise IAF pilots for crossing LoC

New Delhi: Congress President Rahul Gandhi and Delhi Chief Minister Arvind Kejriwal on Tuesday, February 26, praised the pilots of the Indian Air Force (IAF) following reports that they crossed the Line of Control (LoC) with their fighter jets and returned after dropping a payload in Pakistan.

“I salute the pilots of the IAF,” Gandhi tweeted.

Kejriwal in a tweet said: “I salute the bravery of Indian Air Force pilots who have made us proud by striking terror targets in Pakistan.”

Pakistan claimed on Tuesday that IAF fighter jets crossed the LoC and returned after the Pakistan Air Force (PAF) scrambled war planes.

Director General Inter-Services Public Relations (ISPR) Asif Ghafoor in a tweet confirmed that the jets dropped in the payload near Balakot in Khyber Pakhtunkhwa.

Awards to be given in 6 categories to recognize achievements in the area of e-Governance

With a view to recognize and promote Excellence in implementation of e-Governance initiatives, the Government of India presents National Awards on e-Governance every year. The Union Minister of State (Independent Charge) of the Ministry of Development of North Eastern Region, Minister of State in the Prime Minister’s Office, Personnel, Public Grievances and Pensions, Department of Atomic Energy and Department of Space, Dr. Jitendra Singh, will present the National e-Governance Awards, 2019 here tomorrow (on 27thFebruary, 2019).

The Awards will be given in 6 categories to recognize achievements in the area of e-Governance. This initiative also seeks to disseminate knowledge on effective methods of designing and implementing sustainable e-Governance initiatives, to encourage innovations in successful e-Governance solutions and to exchange experiences in solving problems, mitigating risks, resolving issues and planning for success.

The National e-Governance Award recognizes some of the best Government to Government (G to G), Government to Citizen (G to C), Government to Business (G to B) initiatives taken by government departments. It also recognizes initiatives in Start ups, Academic Research Institutions as well as initiatives in adopting emerging technologies.

The six categories under which Awards will be presented are as follows:-

  1. Excellence in Government Process Re-engineering for Digital Transformation.
  2. Excellence in providing Citizen-Centric Delivery.
  3. Excellence in District level Initiative in e-Governance (i) North-East States + Hilly States (ii) UTs (including Delhi) (iii) Other States.
  4. Outstanding research on Citizen Centric Services by Academic/Research Institutions.
  5. Innovative Use of ICT in e-Governance solutions by Start ups [Start up as defined by Department of Industrial Policy and Promotion (DIPP) Government of India]

(vi) Excellence in Adopting Emerging Technologies.

Gold and Silver Awards in each category will be presented. A Special Jury Award is also being presented in Category-I for IRCTC Rail Connect Mobile App. This Event along with the Exhibition is a forum to showcase best practices, innovative technologies and ICT solutions. The Event includes an experience sharing session on some of the awarded initiatives such as: –

Statement by Foreign Secretary on 26 February 2019 on the Strike on JeM training camp at Balakot

On 14 February 2019, a suicide terror attack was conducted by a Pak based terrorist organization Jaish-e-Mohammad, leading to the martyrdom of 40 brave jawans of the CRPF. JeM has been active in Pakistan for the last two decades, and is led by MASOOD AZHAR with its headquarters in Bahawalpur.

This organization, which is proscribed by the UN, has been responsible of a series of terrorist attacks including on the Indian Parliament in December 2001 and the Pathankot airbase in January 2016.

Information regarding the location of training camps in Pakistan and PoJK has been provided to Pakistan from time to time. Pakistan, however, denies their existence. The existence of such massive training facilities capable of training hundreds of jihadis could not have functioned without the knowledge of Pakistan authorities.

India has been repeatedly urging Pakistan to take action against the JeM to prevent jihadis from being trained and armed inside Pakistan. Pakistan has taken no concrete actions to dismantle the infrastructure of terrorism on its soil.

Credible intelligence was received that JeM was attempting another suicide terror attack in various parts of the country, and the fidayeen jihadis were being trained for this purpose. In the face of imminent danger, a preemptive strike became absolutely necessary.

In an intelligence led operation in the early hours of today, India struck the biggest training camp of JeM in Balakot. In this operation, a very large number of JeM terrorists, trainers, senior commanders and groups of jihadis who were being trained for fidayeen action were eliminated. This facility at Balakot was headed by MAULANA YOUSUF AZHAR (alias USTAD GHOURI), the brother-in-law of MASOOD AZHAR, Chief of JeM.

The Government of India is firmly and resolutely committed to taking all necessary measures to fight the menace of terrorism. Hence this non-military preemptive action was specifically targeted at the JeM camp. The selection of the target was also conditioned by our desire to avoid civilian casualties. The facility is located in thick forest on a hilltop far away from any civilian presence. As the strike has taken place only a short while ago, we are awaiting further details.

The Government of Pakistan had made a solemn commitment in January 2004 not to allow its soil or territory under its control to be used for terrorism against India. We expect that Pakistan lives up to its public commitment and takes follow up actions to dismantle all JeM and other camps and hold the terrorists accountable for the actions.

President of India presents Gandhi Peace Prize

The President of India, Shri Ram Nath Kovind presented the prestigious Gandhi Peace Prize for the years 2015, 2016, 2017 and 2018 at a function in Rashtrapati BHawan today (26.02.2019). The Prime Minister, Shri Narendra Modi also attended the function and felicitated the awardees. The Minister of State for Culture (Independent Charge), Dr. Mahesh Sharma and other dignitaries were present on the occasion. The Gandhi Peace Prize was presented to the Vivekananda Kendra, Kanyakumari for 2015; jointly to the Akshaya Patra Foundation and the Sulabh International for 2016; to the Ekal Abhiyan Trust for 2017; and to Shri Yohei Sasakawa (from Japan) for 2018.

Speaking on the occasion, the President said that Gandhian thinking, Gandhian modes of struggle and Gandhian ideals of achieving human liberty by conciliation, by appealing to the conscience of the opponent, have influenced some of the greatest of our age. From Martin Luther King Jr in the United States to Nelson Mandela in South Africa and Lech Walesa in Poland, a dazzling galaxy of statespersons has learnt and borrowed from Gandhiji.

Pointing to the contributions made by the awardees, the President said that the Vivekananda Centre has promoted self-help, sustainability and development throughout our country, especially in areas populated by tribal communities. The Akshaya Patra Foundation has advanced education and cognition by working to remove hunger and enhance nutrition. The Sulabh International and its founder Dr Bindeshwar Pathak were sanitation pioneers, advocating the merits of sanitation and advocating toilets in days and years when not many others were. The Ekal Abhiyan Trust is helping 2.2 million children – 52 per cent of them girls – access education. Mr Yohei Sasakawa has been instrumental in helping us win crucial battles in the war against leprosy – to prevent and eradicate the disease, and to end stigma and discrimination.

Speaking on the occasion, the Prime Minister congratulated all those who have been conferred the prestigious Gandhi Peace Prize. He noted that the prize is being conferred at a time when India marks the 150th birth anniversary of Mahatma Gandhi. The Prime Minister expressed happiness that on this occasion, the devotional hymn Vaishnav Jan To, which was so dear to Bapu, had been rendered by artistes in about 150 countries across the world. He said this is an indication that the world accepts the relevance of Gandhi’s ideals, even today. The Prime Minister spoke of Mahatma Gandhi’s commitment to Swachhta and how he had merged the streams of Jan Bhagidari (public participation) and Jan Andolan (mass movement).

In his welcome address, the Minister of State for Culture (IC), Dr. Mahesh Sharma said that it is appropriate that these awards are being given at a time when the nation is celebrating the 150thBirth Anniversary of Mahatma Gandhi. The award is dedicated to the ideals and principles of peace and harmony propagated by the Mahatma. The Culture Minister further said that Bapu’s mantra extended from Satyagraha to Swachhagraha and he is a true apostle of peace in this world troubled by turmoil and divisiveness.

The awardees said that they feel honoured to receive such a prestigious award and they are inspired to work in their areas of excellence with renewed encouragement, carrying forward the ideals of Mahatma Gandhi.

Gandhi Peace Prize for Social, Economic and Political transformation through Non-violence was instituted in the year 1995. The Award comprises an amount of Rs. One Crore and a Citation. The Jury of the Gandhi Peace Prize is a high level committee headed by the Prime Minister of India.

This annual award is given to individuals, associations, institutions or organizations who have worked selflessly for peace, non-violence and amelioration of human sufferings particularly of the less-privileged section of society contributing towards social justice and harmony. The Award is open to all persons regardless of nationality, race, language, caste, creed or gender.

Shri Hardeep S. Puri, Minister of State (I/C) for Housing and Urban Affairs (MoHUA) has said that in terms of sheer numbers, the largest urban transformation of the 21st century is happening in India. Inaugurating a two-day Apex Conference on Smart Cities here today, he said, India’s unique pattern of urbanization is not a corollary, but a driving force of this growth story. “With 70% of India’s built environment for 2030 yet to take shape, its impending urban transformation also represents significant opportunities for domestic and international investments”, he added.

Shri Anil Baijal, Lieutenant Governor of Delhi, Secretary MoHUA, Shri Durga Shanker Mishra, Shri Naresh Kumar Chairman, NDMC, Shri Kunal Kumar. Mission Director (Smart Cities) & senior officials of MoHUA were present on the occasion. The conference organised by MoHUA, has participation of over 130 participants from smart cities, industries, funding organizations and multilateral agencies, domain experts and various stakeholders. An exhibition on various Smart City projects has also been organised.

 

Shri Puri said, to achieve sustainable growth, the cities will have to become more liveable and safer with clean air; adequate infrastructure; reliable utilities; and opportunities for learning and employment. He said, the solution lies in inclusive urbanization processes that prioritize quality of life for all, focusing especially on the needs of vulnerable urban groups for employment, housing, sanitation, healthcare and education. “Most importantly, planning must incorporate long-term resource sensitivity and community involvement at every step, while benchmarking smart and measurable outcomes for all stakeholders”, he emphasised.

Shri Puri informed that currently all 100 Smart Cities have established their SPVs, constituted their City Level Advisory Forum (CLAF) and all cities have appointed PMCs, indicating that all these Smart Cities are in Mission mode. He further informed that Integrated Command and Control Centres becoming operational in 15 cities has resulted in enhanced efficiency in governance, management of traffic, law enforcement, improved citizen grievance redressal and reduced criminal incidents on city streets and public spaces. “ICCCs have also reduced traffic violations, improved efficiency in solid/liquid waste management, water and wastewater management as well as air quality management”, he said. The Minister also laid emphasis that the time has come when the need for the City governments to take ‘digital leadership’ has become more pronounced. “Making cities ‘Data Smart’ is key in realizing the full potential of technology interventions and innovation ecosystems in cities:, he said.

Shri Durga Shanker Mishra in his inaugural address said that citizens are at the core of Smart City Mission and added that it has the largest level of citizen engagement. He outlined other parameters for Smart Cities saying they must have efficient use of resources; cooperative and competitive federalism; integration, innovation and sustainability; technology and inclusiveness. Shri Mishra emphasized on three core ideas of Smart Cities, i.e., liveability, economic ability and sustainability. and pointed out that various other Government Missions of MoHUA are also part of the process of improving Indian towns and cities. “The Smart Cities Mission is an innovative initiative by the Government to drive economic growth and improve the quality of life of people by enabling local development and harnessing technology as a means to create smart outcomes for citizens” he said. “The objective is to promote cities that provide core infrastructure and give a decent quality of life to its citizens, a clean and sustainable environment and application of ‘Smart’ Solutions”, he added.

Elaborating further, Shri Mishra said that cities in India have become a centre of focus for business and are a means to enhance livelihoods. “India must rejuvenate its cities promptly to address the increasing aspirations of urban dwellers and attract the investment that will further drive growth and development. Cities in India face a range of challenges to meet demand and supply gaps in urban regions, in such areas as water, waste management, energy, mobility, the built environment, education, healthcare and safety. The plans announced by the Government for 100 smart cities and 500 Atal Mission for Rejuvenation and Urban Transformation (AMRUT) cities are being implemented in a structured approach towards urban management. These programmes have opened up avenues for local industry and global players to participate in the development of cities across such sectors as utilities, housing, mobility, telecommunications, information technology, healthcare, education and recreational facilities. The Government has shown commitment by allocating funds to these programmes” he informed.

The Smart Cities Mission aimed at promoting cities that provide core infrastructure and give a decent quality of life to its citizens, a clean and sustainable environment and application of ‘Smart’ Solutions. The Mission is a bold, new initiative meant to set examples that can be replicated both within and outside the Smart City, catalysing the creation of similar Smart Cities in various regions and parts of the country.

The Conference will hold discussion on subjects like : Ease of Living—How Smart Cities Mission is making an impact on ease of living for citizens; Connected Communities—How Smart Cities Mission is creating Connected Communities; Urban Resilience and Sustainability—How Smart Cities Mission is making Indian cities resilient and sustainable; Smart Governance—How Smart Cities Mission is creating a Smart Governance ecosystem in Indian cities etc.Over 130 experts from several countries will participate in the conference. The Conference is expected to chart out a roadmap for implementing Smart Cities mission.

On the occasion, the Minister gave away the Smart Cities Digital Payments Awards (SCDPA) –‘100 days Challenge in 100 Smart Cities’ The objective of these awards is to guide, motivate, recognize and reward the Smart Cities for promoting digital payments and carrying out innovative payment initiatives in their respective cities. Awards were also distributed for City Investments To Innovate, Integrate and Sustain (CITIIS) Challenge. Platforms and microsites on “Ease of Living Index and Municipal Performance Index 2019”, “Climate Smart Cities”, “National Urban Learning Platform”, “India Urban Data Exchange” and “Cities GDP Measure” were also launched on the occasion.
