Provision of full fee waiver to SC/ST/PH & most economically backward students in IITs

As per the Report of the Sub Committee constituted by the Council of IITs, the estimated average expenditure per student in the Indian Institutes of Technology (IITs) is Rs.5.2 lakh per year.  Against this, the fee charged from under graduate students is Rs.2.00 lakh per year, with provision of full fee waiver in respect of SC/ST/PH students, most economically backward students whose family income is less than Rs.1 lakh per annum; and two-third fee remission to other economically backward students whose family income is between Rs.1 lakh to 5 lakh per annum.

So far as Indian Institutes of Management (IIMs) are concerned, no subsidy and fee waiver is provided in these Institutes.

This information was given by the Minister of State (HRD), Dr. Satya Pal Singh today in a written reply to a Rajya Sabha question.

NET is the minimum eligibility for appointment of Assistant Professor & position equivalent

The University Grants Commission (UGC) has notified UGC (Minimum Qualifications for Appointment of Teachers and other Academic Staff in Universities and Colleges and other Measures for the Maintenance of Standards in Higher Education) Regulations, 2018, in the Gazette of India on 18.07.2018. As per these regulations, the National Eligibility Test (NET) or an accredited test (State Level Eligibility Test SLET/SET) shall remain the minimum eligibility for appointment of Assistant Professor and equivalent positions wherever provided in these Regulations. The Regulation also provides that the candidates who have been awarded a Ph.D. Degree in accordance with UGC Regulations shall be exempted from the requirement of the minimum eligibility condition of NET/SLET/SET for recruitment and appointment of Assistant Professor or any equivalent position in any University, College or Institution subject to the conditions laid down in the UGC Regulations.

However, the regulation also provides that Ph.D. Degree shall be a mandatory qualification for direct recruitment to the post of Assistant Professor in Universities with effect from 01.07.2021. Further, a person with Ph.D degree from a foreign university/institution with a ranking among top 500 in the World University Ranking (at any time) by any one of the following: (i) Quacquarelli Symonds (QS) (ii) the Times Higher Education (THE) or (iii) the Academic Ranking of World Universities (ARWU) of the Shanghai Jiao Tong University (Shanghai) is also eligible for direct recruitment as Assistant Professor in universities and colleges. 3703 Kasturba Gandhi Balika Vidyalayas (KGBVs) sanctioned & 3697 are operational in the country.

Kasturba Gandhi Balika Vidyalayas (KGBVs) were sanctioned under the erstwhile Sarva Shikha Abhiyan (SSA) as residential schools at upper primary level for girls belonging to disadvantaged groups such as SC, ST, OBC, Minority and Below Poverty Line (BPL) families. The Girls Hostel Component of erstwhile Rashtriya Madhyamik Shiksha Abhiyan (RMSA) which was operational till the year 2017-18 provided hostel facility for girl students in the age group of 14-18 years, studying in classes IX to XII and belonging to SC, ST, OBC, Minority communities and Below Poverty Line families.

Under the newly launched Integrated Scheme of School Education-Samagra Shiksha, effective from the year 2018-19, provision has been made to upgrade the existing KGBVs at upper primary level to upto senior secondary level with a capacity of 150-250 girls in convergence with the erstwhile Girls Hostel Scheme. The scheme envisages to provide access and quality education to girls from disadvantaged groups by setting up residential schools from upper primary to senior secondary level and to ensure smooth transition of girls from elementary to secondary and up to class XII wherever possible by ensuring the facility of at-least one residential school for girls from classes VI-XII in every Educationally Backward Blocks.

There are 3703 KGBVs in the country which were sanctioned under the Sarva Shiksha Abhiyan (SSA), out of which 3697 KGBVs are operational, enrolling 3.78 lakh girls.  Out of the total of the 2549 Girls Hostels sanctioned under the Rashtriya Madhyamik Shiksha Abhiyan (RMSA), 1314 Girls Hostels are functional enrolling 1.20 lakh girls.

Cabinet approves continuation and revision of “Post Matric Scholarship for OBC Students for studying in India”

The Cabinet Committee on Economic Affairs, chaired by the Prime Minister Shri Narendra Modi has given its approval for continuation and revision of the Centrally Sponsored Scheme of “Post Matric Scholarship for Other Backward Classes Students for studying in India” (PMS-OBC) for the years 2017-18, 2018-19 and 2019-20.

Details:

The revision in the PMS-OBC scheme to ensure effective implementation and better monitoring of the schemes includes:

  • Annual parental income will be increased from Rs. One Lakh to Rs. 1.5 lakh.
  • 30% of the funds allocated earmarked for girl students and 5% for students with disabilities.
  • Disbursement of scholarships through Aadhaar seeded bank accounts.
  • Since the Scheme is funds-limited, central assistance shall be released according to the Notional Allocation.  The concept of Committed Liability shall not apply to States/UTs for releases.

The estimated cost of the Scheme will be Rs.3,085 crore.

Impact:

The revised Scheme:

  • Will cover larger numbers of eligible and deserving poor OBC students who will be able to pursue higher studies and
  • Will ensure effective implementation, achieve de-duplication and enhanced monitoring.

Background:

“Post Matric Scholarship for Other Backward Classes Students for studying in India” (PMS-OBC) a flagship scheme of the Ministry of Social Justice & Empowerment has been in operation since 1998-99.  It enables approximately 40 lakh OBC students to pursue higher study after class X per year.

 

Cabinet approves raising of four additional battalions of National Disaster Response Force

The Union Cabinet chaired by Prime Minister Shri Narendra Modi has given the approval for raising of four (4) additional battalions of National Disaster Response Force (NDRF) to strengthen the India’s disaster response set up at an estimated cost of Rs 637 crore.

Details:

  • The objective of raising four additional battalions is to reduce the response time keeping in view the vast geographic area of the country.
  • These four battalions will initially be raised as two battalions in Indo-Tibetan Border Police (ITBP) and one battalion each in Border Security Force (BSF) and Assam Rifles (ARs).
  • Later these four battalions will be converted into NDRF battalions. Based on the vulnerability profile, these four battalions will be placed in Jammu and Kashmir, Himachal Pradesh, Uttarakhand and Delhi National Capital Region.

Background:

NDRF is a specialized force, which has been created in the year 2006 for the purpose of specialist response during the natural and man-made disaster or threatening situation. At present there are 12 battalions in NDRF which are deployed strategically across the country to provide immediate response.

Cabinet approves creation of two posts equivalent to Joint Secretary level in the Interpreters’ cadre of the Ministry of External Affairs

he Union Cabinet chaired by Prime Minister Shri Narendra Modi has approved the creation of two posts equivalent to Joint Secretary level in the Interpreters’ cadre of the Ministry of External Affairs.

The decision will help in augmenting expertise of the Interpreters’ cadre and help meet the specialized requirements for training of the Interpreters.

This measure would be important in addressing the increasing requirements for interpretation in the backdrop of significantly enhanced high-level bilateral and multilateral engagements of the Government of India globally.

Cabinet approves extension of the term of the Commission to examine the issue of Sub-categorization of Other Backward Classes in the Central List

The Union Cabinet chaired by Prime Minister Shri Narendra Modi has approved the extension of the term of the Commission to examine the issue of Sub-categorization of Other Backward Classes in the Central List till November, 2018.

The Commission has held extensive meetings with the stake holders including the State Governments, the State Backward Classes Commissions, various community associations and general public belonging to various Backward Classes and Commissions. It had also obtained records, caste-wise, of OBCs admitted in higher educational institution as well as similar caste-wise data of recruits in Central Departments, Central Public Sector Undertakings, Public Sector Banks & Financial Institutions.

Based on the emanating information from the data as processed and analyzed, the Commission has expressed that a round of discussion with the States and their Backward Classes Commission was required before finalizing the sub-categorized lists and the Report.
