मध्य प्रदेश कैबिनेट ने दी विधेयक को मंजूरी, 12 साल की लड़की से रेप पर होगी फांसी की सजा

भोपाल। मध्य प्रदेश में 12 वर्ष की आयु से कम की नाबालिग बालिकाओं से दुष्कर्म और सामूहिक दुष्कर्म करने वालों को मृत्युदंड दिए जाने के दंड विधि संशोधन विधेयक को रविवार को राज्य मंत्रिमंडल की बैठक में मंजूरी दे दी गई. आधिकारिक तौर पर मिली जानकारी के मुताबिक, मुख्यमंत्री शिवराज सिंह चौहान की अध्यक्षता में हुई बैठक में राज्य मंत्रिमंडल ने बालिकाओं के साथ होने वाली दुष्कर्म की घटनाओं पर अंकुश लगाने का संकल्प दोहराया और दोषियों को सख्त सजा मिले, इस पर जोर दिया गया.

मंत्रिमंडल की बैठक में 12 साल से कम उम्र की बालिका से दुष्कर्म अथवा सामूहिक दुष्कर्म करने वालों को फांसी की सजा दी जाए, इसका विधेयक पारित किया गया. राज्य सरकार के वित्तमंत्री जयंत मलैया ने संवाददाताओं से बताया कि दंड विधि संशोधन विधेयक को मंजूरी दे दी गई.

मलैया ने कहा कि इस विधेयक को विधानसभा में पारित कर केंद्र सरकार को भेजा जाएगा. मृत्युदंड को अमल में लाने के लिए दुष्कर्म की धारा 376 में ए और एडी को जोड़ा जाएगा, जिसमें मृत्युदंड का प्रावधान होगा.

Sapna Choudhary evicted from ‘Bigg Boss’

Mumbai, Nov 26  Sapna Choudhary, one of the contestants of “Bigg Boss 11”, is out of the reality television show.

The “Weekend Ka Vaar” episode hosted by Salman Khan saw the elimination of the Haryanvi dancer. The episode was aired tonight on Colors channel.

“I am happy. I am taking back a lot of memories with me.

I want to meet all of them (housemates). There is nothing against anyone. I think everyone is right at their place,” Sapna told PTI after her eviction from the “Bigg Boss” house in Lonavala.

This week, Hina Khan, Sapna, Shilpa Shinde and Priyank Sharma were nominated for evictions.

Sapna believes television producer Vikas Gupta has the potential to emerge as the winner of the 11th season of the popular television reality show.

For Sapna, the main reason to be a part of the show, where celebrities and commoners are locked inside a house for three months without any communication with the outside world, was to use it as a medium to break the stereotype against dancers.

“I am a dancer, but that does not mean I am not a good girl. In the show, everyone started looking at me respectfully. This show (“Bigg Boss”) gets you work. I am glad to be a part of the show,” she said.

Pollution on the rise as wind speed falls

New Delhi, Nov 26 (PTI) Pollution levels in Delhi rose today leading to a dip in air quality with monitoring agencies forecasting a further spike over the next few days.

The Air Quality Index (AQI), calculated by the Central Pollution Control Board (CPCB), was 352 on a scale of 500. A score between 301 and 400 is considered ‘very poor’, which can trigger respiratory illness on prolonged exposure.

Yesterday’s AQI was 322. Scientists attributed the rise in pollution to a fall in wind speed and increased moisture in the air.

The volume of particulate matter (PM), the dominant pollutants in Delhi’s air, rose through the day.

SAFAR, an agency under the Ministry of Earth Sciences, readings had PM2.5 at 194 and PM10 at 309 micrograms per cubic metre (ug/m3).

When levels of PM2.5 go above 300 ug/m3 and PM10 breach 500 ug/m3, pollution is considered as ‘severe plus’ or emergency. The corresponding 24-hour safe limits of these ultrafine particulates are 60 and 100.

According to the CPCB’s air lab chief Dipankar Saha and SAFAR’s prediction, the concentration of particulate matter will gradually rise over the next few days.

Saha said that falling wind speed, from yesterday’s 7 km/hour to 3 km/hour today, and rising moisture levels are behind the spike as in the absence of dispersion, local emissions are only leading to accumulation of pollutants.

During winters, as temperature drops, pollutants are trapped near the surface due to a slew of meteorological factors.

Factors such as high wind speed and bright sunshine and mitigate its impact to some extent.

Woman denied boarding at Delhi airport for ‘abnormal

New Delhi, Nov 26 (PTI) A woman passenger, who was to travel to Norway, was today denied boarding at the international airport here due to “unusual and abnormal behaviour”, according to CISF and police officials.

The passenger, Panasenko Olena, was to take a Finnair flight to travel to Norway through Helsinki. As she created ruckus in the check-in area of the terminal building, she was not allowed to board the aircraft and was later handed over to the Delhi Police, they said.

The passengerwas today denied boarding at the international airport here due to “unusual and abnormal behaviour”, according to CISF and police officials.

The passenger, Panasenko Olena, was to take a Finnair flight to travel to Norway through Helsinki. As she created ruckus in the check-in area of the terminal building, she was not allowed to board the aircraft and was later handed over to the Delhi Police, they said.

The passenger was taken to Safdarjung hospital for medical test and since she was a Norwegian citizen, the Norwegian Embassy has been informed, a Delhi police official said.

The incident took place at around 1000 hours in the morning.

“A woman passenger namely Panasenko Olena, who was travelling to Norway via Helsinki by AY 122 was not accepted by airline due to unusual and abnormal behaviour,” a CISF official said.

A spokesperson of the Indira Gandhi International Airport here confirmed the incident and said due care was taken of the passenger. She was also administered basic medication to calm her down, the spokesperson added.

A senior doctor from the Chandigarh’s Post Graduate Institute, who was at the airport when the incident happened, told PTI that the woman passenger had “psychiatric fists” and needed some sedatives to control her condition.

National Law Day: Three Arms of Government Cannot Interfere in Each Other’s Functioning, Says PM Modi

New Delhi, November 26: On the occasion of Constitution DayPrime Minister Narendra Modi stressed on the importance of separation of powers between the three arms of the government (legislature, judiciary and executive).

“Legislature should have the independence of making laws, the executive should have independence in taking decisions and Supreme Court should have the independence of interpreting the constitution,” PM Modi said while addressing a valedictory event in New Delhi on the occasion of National Law Day.

He further added that these three arms (legislature, judiciary and executive) should strengthen each other and not interfere in each other’s functioning.

Union Law Minister Ravi Shankar Prasad who was also speaking at the event, expressed his dismay over the annulment of the National Judicial Appointment Commission (NJAC) and said, “If a PM and law minister cannot be trusted with appointment of judges its a huge question and judiciary and polity of his country will have to look into it.”

Chief Justice of India Dipak Misra, who was also present on this occasion countered the views expressed by Ravi Shankar Prasad and said the judiciary gave absolute respect to the Law Ministry and took its suggestions with mutual respect. CJI further added, “There should be no battle for supremacy among the three wings and that we are bound by the principle of constitutional sovereignty.”

“It is quite unfortunate that we have not been able to remove our internal weaknesses, so many years after independence. We need to think about it at all levels,” PM Modi said.

By relating a difference between heaven and hell, PM Modi said that those who work to serve their own interests can never make the nation prosper, adding that cooperation and empowering one another is the way of good governance.

PM Modi’s introspective remarks came a day after Chief Justice Dipak Misra and minister of state for law and justice PP Chaudhary exchanged barbs over the judiciary’s alleged encroachment upon the realm of policymaking.

PM Modi went on to hail the Constitution of India, saying that it has stood the test of time as a comprehensive tome which enshrines guidelines and instruction on every conceivable subject.

“Over the years, our constitution has passed each and every litmus test. People who raised doubts about the Indian constitution’s efficacy in dealing with challenges have been proved wrong,” he said.

“Baba Saheb Ambedkar said that Constitution is workable, flexible and has the power to unite the nation in times of war and peace. He also said if a wrong is done, it will not be the fault of constitution but the institution which is making people abide by constitution,” PM Modi said.

He also stressed on judiciary and the executive to work together to achieve the vision of New India by 2022.

पाकिस्तान के पास न्यूक्लियर हथियार होने से परमाणु युद्ध होने का खतरा: रिपोर्ट

वाशिंगटन| पाकिस्तान के परमाणु हथियार न सिर्फ क्षेत्र की सुरक्षा के लिए खतरनाक हैं बल्कि इससे युद्ध के निश्चित तौर पर नाभिकीय युद्ध के स्तर तक पहुंचने का खतरा है. यह बात अमेरिका के एक थिंक टैंक की रिपोर्ट में कही गई है. अटलांटिक काउंसिल ने अपनी रिपोर्ट ‘एशिया इन सेकेण्ड न्यूक्लियर एज’ में कहा है कि ऐसा मालूम पड़ता है कि पाकिस्तान ने अभी तक अपनी रणनीतिक परमाणु हथियार योजना का संचालन शुरू नहीं किया है.

इस महीने जारी रिपोर्ट में कहा गया है कि पाकिस्तान का रणनीतिक परमाणु हथियार कार्यक्रम रक्षा और सुरक्षा के कारणों से खतरनाक है और इसलिए भी खतरनाक है कि वे पारंपरिक युद्ध को नाभिकीय युद्ध के स्तर तक निश्चित तौर पर ले जाएंगे. बहरहाल ऐसा मालूम नहीं होता है कि पाकिस्तान ने अभी तक अपनी रणनीतिक परमाणु हथियार योजना का संचालन शुरू किया है.

रिपोर्ट में कहा गया है कि क्षेत्र में सबसे बड़ा खतरा बड़े, अत्याधुनिक और विविध परमाणु हथियारों से नहीं है बल्कि यह खतरा उन लोगों से है जो उनकी सुरक्षा में संलग्न हैं. इसमें कहा गया है कि इस संबंध में, भविष्य में पाकिस्तान की स्थिरता का कयास लगाना आसान नहीं है. पिछले चार दशकों में चरमपंथी जिहादी राज्येतर तत्वों के माध्यम से अफगानिस्तान और भारत में अशांति फैलाने के पाकिस्तान के प्रयासों से उसे खुद ही तगड़ा झटका लगा है.

रिपोर्ट में कहा गया है कि पाकिस्तान की सरकार और नागरिक समाज दोनों आतंकवादी हमले का निशाना बने हैं और कुछ हमले अंदर के लोगों के सहयोग से संवेदनशील सैन्य ठिकानों पर भी हुए हैं जहां परमाणु हथियारों के रखे जाने की आशंका है.

रिपोर्ट में कहा गया है कि पाकिस्तान के नाभिकीय हथियारों के चुराए जाने की आशंका या पाकिस्तान की सेना में फूट से नाभिकीय कमान एवं नियंत्रण के विफल होने का खतरा उतना काल्पनिक नहीं है जितना पहले माना जाता था. रिपोर्ट को गौरव कम्पानी और भरत गोपालास्वामी ने तैयार किया है जिसमें कहा गया है कि हिंद-प्रशांत क्षेत्र में नाभिकीय क्रियाशीलता में भारत और पाकिस्तान ने अभी- अभी परमाणु हथियार विकसित किए हैं और उनके शस्त्रागार के हथियार प्रथम पीढ़ी के विखंडन वाले हथियार हैं.
