Centre asks States to focus on impactful and PPP based smart city projects

Rs.32,000 cr worth PPP projects identified so far; 261 impactful projects worth another Rs.31,000 cr
Central government has asked the States to focus on early implementation of smart city projects that have a visible and transformative impact in the lives of citizens in identified smart cities. Further to review of Smart City Mission by Prime Minister Shri Narendra Modi during PRAGATI on the 30th of last month, Shri Durga Shanker Mishra, Secretary (Housing & Urban Affairs) wrote to the Chief Secretaries of all the States and Union Territories in this regard the next day.

Shri Mishra urged the States and UTs to ensure commencement of work by November this year on 261 impactful smart city projects in 60 cities that were announced during January- September, 2016. These identified projects accounts for an investment of Rs.31,112 cr . States and UTs have also been asked to speed up work on 370 PPP projects that involve an investment of 32,410 cr.

The impactful projects identified range from building 40 outdoor fitness centres in New Delhi Municipal Council area at a cost of Rs.1.31 cr to redevelopment of 340 acre area in Bhopal at a cost of Rs.3,000 cr.

Some of the major PPP smart city projects are: Bhubaneswar (Affordable housing-Rs.840 cr), Raipur (Urban Plaza at Ganj Mandi-Rs.983 cr), Bilaspur (Markets development –Rs.1,241 cr), Amritsar (Urban space development –Rs.1,028 cr), Coimbattore (Water supply -557 cr), Warangal, Telangana (Bus stand-Rs.611 cr), Shimla (Tourism and recreation infrastructure- Rs.898 cr), Aligarh (Smart multi-level parking-Rs.289 cr), Bengaluru (Tourism and recreation infrastructure-Rs.234 cr) and Pune (Electrical buses- Rs.170 cr).

Global Crude oil price of Indian Basket was US$ 51.95 per bbl on 05.09.2017

The international crude oil price of Indian Basket as computed/published today by Petroleum Planning and Analysis Cell (PPAC) under the Ministry of Petroleum and Natural Gas was US$ 51.95 per barrel (bbl) on 05.09.2017. This was higher than the price of US$ 51.34 per bbl on previous publishing day of 04.09.2017.

In rupee terms, the price of Indian Basket increased to Rs. 3330.58 per bbl on 05.09.2017 as compared to Rs. 3288.10 per bbl on 04.09.2017. Rupee closed weaker at Rs. 64.12 per US$ on 05.09.2017 as compared to Rs. 64.05 per US$ on 04.09.2017. The table below gives details in this regard:

Rape crisis cell: Centre says no proposal from Delhi, WB

New Delhi, Sep 6 (PTI) West Bengal and Delhi are the only two states which have not shown interest in the central government’s One Stop Centre (OSC) scheme for survivors of sexual crimes, according to official data.

This is despite Delhi ranking fifth in terms of total number of sexual offences in the country and West Bengal ranking seventh, as per National Crime Records Bureau data for 2015.

The scheme is intended for victims of sexual assault, domestic violence, trafficking, acid attacks and honour crimes and aims to provide them medical, legal and psychological support under one roof.

The reluctance on the part of the two state governments comes while the Centre has persisted with all the other states and union territories to set up rape crisis cells or One Stop Centres. As a result of this push their numbers have gone up from a mere 16 last year to 151 until July 2017, as per official records of the women and child development ministry.

“We have sent repeated reminders to all states but these (West Bengal and Delhi) are the only two states which have not sent a proposal to us,” said a ministry official on condition of anonymity.

When contacted, a source in the West Bengal government led by Chief Minister Mamata Banerjee said that the decision to not execute this programme in the state is a political one.

“This is not how we intend to proceed. We have also not planned anything under the ‘Beti Bachao, Beti Padhao’ scheme of the Centre. In order to implement these schemes we have to spend our own money apart from the funds from Centre. We don’t have that kind of money.

“But we are already implementing our own programme, Kanyashree scheme, for the girl child. The decision to not implement the One Stop Centre scheme is not an administrative decision but a political one,” said an official on condition of anonymity.

The WB government Kanyashree scheme is a conditional cash transfer scheme which aims at retaining girls in schools and delaying their marriage until the age of 18.

Delhi government, on its part, has set up 11 OSCs at various hospitals under its own scheme and plans to have 11 more in place but blamed the bureaucracy for delay in implementation.

“The chief minister had asked officials concerned to hand over the work of One Stop Centres to the Delhi Commission for Women a year ago but it is very unfortunate that the bureaucracy is still sitting on the file,” it said.

Union Minister for Women and Child Development Maneka Gandhi had also met Delhi Chief Minister Arvind Kejriwal last year to push for implementation of the programme.

The Centre had announced the scheme in April, 2015 under the Nirbhaya Fund which envisaged setting up of 36 centres across the country. The following year another 150 were proposed to be set up.

While initially the implementation of the scheme was slow, the Centre tweaked norms to help state governments.

The biggest hurdle was acquiring land for the purpose of starting an OSC. The Centre then stipulated that these could be temporarily set up at an existing medical facility or a government institution in a district.

As a result, of the 186 centres the central government aimed to operationalise by July 2017, 151 are now ready. 96 of these facilities are in an existing building.

The Nirbhaya Fund was set up with a corpus of Rs 1,000 crore in 2013 for enhancing safety and security of women in the country in the aftermath of the December, 2012 gangrape in the capital. The fund is non-lapseable and the total amount transferred to the fund till 2017-2018 is at Rs 3,100 crore.

नई दिल्ली: जुलाई महीने में दूरसंचार कंपनियों के 4जी डेटा की स्पीड के मामले में रिलायंस जियो 18.33 एमबीपीएस की औसत स्पीड के साथ एक बार फिर अपनी प्रतिद्वंद्वी कंपनियों से कहीं आगे रही.

दूरसंचार नियामक ट्राई के आंकड़ों के अनुसार जुलाई महीने में रिलायंस जियो इन्फोकाम की औसत 4जी स्पीड मामूली कम हुई लेकिन फिर भी यह निकटतम प्रतिद्वंद्वी वोडाफोन की डेटा स्पीड की तुलना में दो गुना रही.

इसके अनुसार आलोच्य महीने में जियो नेटवर्क पर औसत 4जी डाउनलोड स्पीड 18.65 एमबीपीएस रही. ट्राई के परिणामों के अनुसार इस दौरान वोडाफोन के 4जी नेटवर्क की औसत डाउनलोड स्पीड 9.32 एमबीपीएस, भारती एयरटेल के नेटवर्क की 9.26 एमबीपीएस तथा आइडिया सेल्यूलर के नेटवर्क पर औसत स्पीड 8.83 एमबीपीएस रही.

उल्लेखनीय है कि नियामक अपने मायस्पीड एप के जरिए स्पीड का आकलन करता है. बीते आठ महीने से स्पीड के मामले में जियो सबसे आगे बनी हुई है.

वहीं इसी दौरान 3जी नेटवर्क पर वोडाफोन की स्पीड सबसे अधिक आंकी गई है. उसके नेटवर्क पर औसत डाउनलोड स्पीड 4.31 एमबीपीएस रही. इसी तरह के नेटवर्क पर भारती एयरटेल की स्पीड 3.85 एमबीपीएस, आइडिया की 2.76 एमबीपीएस, एयरसेल की 2.35 एमबीपीएस व बीएसएनएल की औसत स्पीड 1.9 एमबीपीएस आंकी गई.

#Gold halts 3-day rise, sheds Rs 50 on weak demand

New Delhi, Sep 6 (PTI) After rising for 3 days, gold prices weakened by Rs 50 to Rs 30,550 per 10 grams at the bullion market today on weak global cues and easing demand by local jewellers.

Silver, on the other hand, recaptured the Rs 42,000-mark due to increased offtake by industrial units and coin makers.

Traders said that apart from weak trend in overseas markets, fall in demand from local jewellers as well as retailers at prevailing higher levels led to decline in gold prices.

Globally, gold fell 0.19 per cent to USD 1,336.90 an ounce in Singapore.

In the national capital, gold of 99.9 per cent and 99.5 per cent purity slipped by Rs 50 each to Rs 30,550 and Rs 30,400 per 10 grams respectively. The precious metal had gained Rs 550 in the previous three sessions.

Sovereign, however, remained flat at Rs 24,600 per piece of eight grams.

Silver ready advanced by Rs 300 to Rs 42,000 per kg, while weekly-based delivery rallied by Rs 940 to Rs 41,500 per kg.
