As #Aadhaar controversy rages, Nilekani talks about Modi govt’s move

The government is right to demand Aadhaar from beneficiaries of state-run schemes such as mid-day meal or subsidies but no one should be denied entitlements because of lack of a unique identity number, Nandan Nilekani has told HT.
Nilekani – the brain behind the Unique Identification Authority of India (UIDAI) and its first chairman – appeared to defend Aadhaar in the face of a storm of criticism of India’s largest identification system, saying the scheme had incurred massive savings for the government.

“The government and departments are simply following the law passed by Parliament,” the 61-year-old told HT.
“Demonising Aadhaar is not going to solve any problem.”

Nilekani spoke to HT on Monday, two days before the government pushed a controversial legislation through Parliament that made Aadhaar mandatory for filing income tax returns and applying for PAN cards.

Finance minister Arun Jaitley told the Lok Sabha that Aadhaar might become the sole identity document in the future to weed out fraud. Earlier, the government had made Aadhaar necessary to access the mid-day meal scheme.
The government’s move has been criticised by experts, who call the move unconstitutional and in violation of Supreme Court orders that have called for Aadhaar to not be made mandatory.

Nilekani said he wasn’t a constitutional expert but believed that expanding Aadhaar for entitlements couldn’t be called unconstitutional as Parliament has passed the bill and all other Supreme Court judgments precede the law. “There is a petition in the Supreme Court on the Money Bill aspect. Let the court decide on it.”

The Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Act, 2016 received the assent of the President on the 25th March, 2016 and came into force on September 12, 2016.

The act made Aadhaar number necessary for certain subsidies, benefits and services, the expenditure for which is incurred from the Consolidated Fund of India.

But Nilekani clarified it was the responsibility of every department to follow the act in its true spirit and not deny or exclude people from receiving entitlements due to lack of Aadhaar. “If any such case comes to light, it should be reported and the concerned departments should ensure that the guidelines of the act are followed.”

He pointed out that Aadhaar – which issues a unique 12-digit identification number to citizens based on biometric data scan — eliminated a lot of fakes, resulting in Rs 50,000 crore savings for the government, more than five times the cost of the programme. “It is a very high return on investment. This money can now be well spent for other social sector initiatives,” maintained Nilekani.

He also affirmed that the progress made by Aadhaar was excellent with more than a billion people enrolling for it voluntarily. “It is the biggest and one-of-its-kind initiative in the world. It is empowering rather than limiting people. An Aadhaar linked bank account can be opened in a day, it used to take more than seven days earlier.”

Delhi MCD Elections 2017: Voting date postponed to April 23; recent failures threaten AAP, question of prestige for BJP

New Delhi, Mar 23: The State Election Commission on Wednesday postponed the Delhi MCD Elections 2017 voting date to the three municipal corporations by a day from April 22 to April 23 in view of the CBSE board examination. The counting of the votes has also been changed from April 25 to April 26. MCD Elections 2017 voting in 272 wards was earlier scheduled to be held on April 22 and the counting of the votes were scheduled on April 25.

SK Srivastava, who notified of the changes on behalf of the state election commission, also informed that dates for all other poll processes, including for nominations, would remain unchanged. The nomination process will start from March 27, last date for filing nominations is April 3, scrutiny of nominations will take place on 5 April and the last date for withdrawing nominations is April 8.

Total number of wards in North, South, East Municipal Corporations are 272. Number of wards in each MCD – North, South, and East – 104, 104 and 64 respectively.

‘Simultaneous polls backdoor method for presidential form of government’

New Delhi: The idea of simultaneous general and state assembly elections being fervently pushed by the government is a “backdoor method” of intiducing presidential form of government in India, CPI-M leader Sitaram Yechury said in the Rajya Sabha on Wednesday.

“If you (government) want simultaneous elections, are you ready to remove Article 356 of the Constitution?” the Communist Party of India-Marxist General Secretary asked the government during a discussion on electoral reforms.
Article 356 gives the Union government power to dismiss a state government or dissolve a state assembly or keep it under suspended animation in the event of failure of the constitutional machinery in that state.

The power has been used quite frequently by central governments, beginning with independent India’s first Prime Minister Jawaharlal Nehru, who in July 1959 dismissed the E.M.S. Namboodiripad government in Kerala.

“Unless you remove Article 356, you can’t have simultaneous elections,” Yechury said, wondering what would be the course of action if a coalition partner withdraws support and the government is reduced to a minority.

“It is a surreptitious manner in which our parliamentary democracy is sought to be substituted by the presidential form of government. This is unacceptable because for a country as diverse as India, we can’t have a presidential form of government,” he said.

The communist leader also advocated putting a cap on the expenditure of political parties and mandatory use of voter verifiable paper audit trail (VVPAT) machines with electronic voting machines.

“The Supreme Court has ordered, and the Election Commission is ready. Why are we not doing it (paper trail of votes)?” he asked.

Woman found hanging inside Delhi’s Kashmere Gate metro station

A woman in her thirties was found hanging from a pipe inside a store room at Kashmere Gate Metro station in Delhi on Thursday, police said.

According to the police, the woman, still unidentified, was spotted by a sweeper who had gone inside the room on platform 2, where the station stores sprinklers. He immediately informed the CISF personnel posted in the area and the administration. No suicide note was recovered from the spot.

The woman was then rushed to the hospital and was declared dead on arrival.
Following the incident, the CCTV footage of the platform was accessed to see how she entered the store room on the platform.

“It appears that the woman went inside the room that is usually empty and is only frequented by the staff, around 11pm and hanged herself from the pipe. She used her dupatta to prepare the noose. Since all the staff had gone home by then, no one saw her. Her body was spotted early in the morning by a sweeper who came to clean the store,” a senior police officer said.

The police are trying to ascertain the woman’s identity, till the her body will be preserved at the mortuary. “She was not carrying any bag or ID that would help us ascertain her identity. There is no suicide note. We have contacted local police station of nearby district to help us identify her. The investigation is on. Meanwhile, we are also analysing the CCTV footage to see of she entered the metro station with someone or she was alone. We are exploring all angles in the case,” a police officer said.

#Delhi Police rescues women who locked themselves up in room

New Delhi, Mar 22: Police today rescued a mother-daughter duo who had allegedly locked themselves up at their house in south-west Delhi’s Mahavir Enclave area.They are apparently suffering from depression.

After a neighbour made a PCR call informing police that Kalavati (42) and Deepa (20) had locked themselves up in a first-floor room of their house, they were rescued and admitted to a hospital, said a senior police officer.
Police are questioning the woman’s father-in-law who had been staying with them in the house, he said.
He said that when police reached the spot, they found that the door to their room was open. The women were malnourished and staying in an unhygienic condition, he added.They even refused to go to the hospital with police. The duo is apparently suffering from a mental disorder and hallucinations, he said.

Police said Kalavati’s father-in-law, Mahaveer Mishra, lived in the adjacent room and gave them food once a day whenever they asked for it. Mishra told police that his wife passed away in 2000 and his two sons were killed in a road accident four years ago. He claimed that Kalavati and Deepa had locked themselves up in the room since then.
He used to work as a linesman with MTNL and the family was surviving on Mishra’s meagre pension, he claimed. Mishra said the women often claimed they spoke to his sons in the room and survived days without food. He said a local doctor was treating them as he did not have enough savings to admit them to a hospital.

#MCDPolls2017: Delhi CM @ArvindKejriwal to launch election campaign from Poorvanchali stronghold Burari

New Delhi, March 23: Eyeing the votes of the poorvanchali voters in upcoming MCD elections, Delhi Chief Minister and Aam Aadmi Party convenor Arvind Kejriwal will launch his election campaign from Burari in the North-West Delhi. Burari is one of the many pockets where poorvanchali voters are concentrated. The reason of kick starting election campaign from a poorvanchali stronghold could be attributed to the fact that the party enjoyed significant support from the poorvanchali settlers in the assembly elections of 2017.

Sanjeev Jha, Aam Aadmi Party MLA from Burari himself is a poorvanchali. Poorvanchali people are referred to the people of Eastern Uttar Pradesh and Bihar. The contest in North East Delhi will be interesting to observe as BJP Delhi Chief Manoj Tiwari himself represents the parliamentary constituency. Arvind Kejriwal is likely to address a dozen rallies ahead of civic polls.

However, the party’s bid to woo poorvanchali voters will witness a stiff challenge from the Janta Dal (United) which has decided to field its candidates on all 272 wards in civic polls. Aam Aadmi Party leaders hinted that the campaign will reflect the development undertaken by the Delhi Government in last two years. Aam Aadmi Mohalla clinics, infrastructure expansion in Delhi government schools will be dominating the campaign.
The State Election Commission will hold the civic polls on April 23. The results of the MCD elections will be announced on April 26.
